County Department Head Pleads Guilty To Stealing Funds

The former director of the Putnam County Department of Consumer Affairs has pleaded guilty to stealing cash from her department.

New York state Attorney General Eric  Schneiderman and state Comptroller Tom DiNapoli say Jean Noel pleaded guilty Tuesday to stealing money from Putnam County. Over a period of at least two years, officials say Noel illegally obtained more than $4,500 in cash payments from contractors intended to satisfy county-issued fines. DiNapoli began an audit and investigation in 2014 and found discrepancies. He says Noel has repaid $4,300 and owes another $275 to fully satisfy restitution. She also will pay back a portion of her salary.
