Former Moreland Chief: Anti-Corruption Panel Changed Albany

An ex-chairman of New York's short-lived Moreland anti-corruption commission says it has altered scandal-scarred Albany's landscape despite its early shutdown.

Congresswoman Kathleen Rice says it created pressure to hold people accountable and will be recognized by history for helping change the pay-to-play culture.

Attorney Milton Williams, another former co-chairman, says he's proud of their chief public product. That interim report identified what it termed "eyebrow-raising patterns of potential misconduct" based partly on analysis of the money flow.

The report referenced 200 subpoenas and dossiers gathered on groups, companies and persons of interest. In only months, its investigators identified conflicts of interest, shadowy corporate affiliates, personal spending from campaign funds and outsize donations to campaign housekeeping accounts.

The ex-commissioners won't discuss the ongoing investigation by the U.S. attorney in Manhattan.
