PA, NJ And CT Make NY's Quarantine List, But Restrictions Won't Be Enforced

Forty three states and territories have landed on New York’s COVID-19 quarantine list, including three of the state’s neighbors. 

Governor Andrew Cuomo says positive test rates in Pennsylvania, Connecticut and New Jersey have exceeded 10 per 100,000, but since the economies and populations are so interconnected, New York will not require travelers from those states to quarantine for 14 days upon arrival. Cuomo says the quarantine is not easily enforced when people drive in, rather than fly or take a train.

"There's numbers of ways to come in from Connecticut, Pennsylvania and New Jersey," Cuomo said. "So how would you even do it if you wanted to do it? And number two, you have people coming in for work. You have people going back and forth for work."

New York is discouraging non-essential travel to and from Pennsylvania, Connecticut and New Jersey. Arizona and Maryland were added to New York’s quarantine list Tuesday.

Later on Tuesday, Connecticut Governor Ned Lamont, New Jersey Governor Phil Murphy and Cuomo, all Democrats, released a joint statement.

“Our states have worked together successfully in combating this pandemic since the beginning and we’ll continue to do so," the governors said. "The travel advisory was designed to keep our respective states safe, with the understanding that we are a connected region, dependent on each other when it comes to commerce, education, and health care. We’re urging all of our residents to avoid unnecessary or non-essential travel between states at this time, but will not subject residents of our states to a quarantine if coming from a neighboring state. New York, New Jersey, and Connecticut have among the lowest infection rates in the country because we have based our approaches to controlling the spread on science and data, and we will continue to do so.”

Lamont says he has directed his staff to reach out to their counterparts in Massachusetts and Rhode Island to discuss working out a similar approach with those states.

New York’s COVID-19 positive test rate was 1.3 percent and 12 New Yorkers died of the virus Monday, according to Cuomo.
