New York Governor Andrew Cuomo and state legislative leaders have reached a deal on a $175.5 billion state budget. The announcement was made early Sunday morning for the spending plan due Apri 1st.
Described as an "historic agreement", the budget makes the state's two percent property tax cap permanent, makes criminal justice reforms -- including the elimination of cash bail, and makes reforms to and raises revenues for the MTA.
The budget plan increases education aid and makes changes to the way school funding is distributed.
A commission will also be formed that will have the power to implement public campaign financing for legislative and statewide offices.
Also in the plan, the codification of the Affordable Care Act and health exchanges, a ban on single-use plastic bags, and new safety measures for limousines and buses.
Lawmakers could not come to an agreement on recreational marijuana in the FY 2020 budget.
