New York Congressman Sean Patrick Maloney’s bill to permanently ban oil barge anchorages on the lower Hudson River has passed in the House.

Congressman Maloney’s provision banning the establishment of new anchorages for oil barges from Yonkers to Kingston passed as part of the National Defense Authorization Act of 2021 on a bipartisan vote. Maloney, an 18th District Democrat who chairs the Coast Guard and Maritime Transportation Subcommittee, first introduced such legislation when the U.S. Coast Guard proposed 10 new anchorage barge sites involving 42 new berths in 2016. The Coast Guard shelved the proposal in 2017 following immense opposition.
