Authorities say a 72-year-old Pennsylvania motorist whose vehicle fatally struck a worker collecting garbage along an upstate New York road is the same man involved in a fatal accident nearby last year.
The Tioga County Sheriff's Office tells the Press & Sun-Bulletin of Binghamton that 27-year-old Sean Tilghman of Endicott died Monday after he was hit while collecting garbage in the village of Apalachin for a waste-hauling company.
Police say the vehicle was driven by Donald Ulmer, of Little Meadows, Pennsylvania. He was charged with a misdemeanor count of aggravated unlicensed operation.
The newspaper reports Ulmer was driving in the neighboring town of Tioga in August 2014 when his vehicle hit a motorcycle, killing a 43-year-old Pennsylvania man. Ulmer was ticketed for failure to yield right of way and paid a $150 fine.
