Cuomo previewed his seven-point plan at Mount Neboh Bapitst Church in Harlem on Sunday morning.
"It's New York: The Right Priorities Initiative. Let's do this in the state. We will change hundreds of thousands of lives. And then let's say to this nation, 'there is a better way,'" said Cuomo.
The Democrat's plan would increase funding for community schools, support career training programs, provide college education to prisoners, invest in re-entry programs, and remove court records for paroled individuals who committed a non-violent felony under the age of 18.
Cuomo is expected to provide more details during his State of the State address Wednesday.
