Vermont Governor Outlines Health Care Initiative

Following up on an initiative he outlined in his budget address last week, Governor Peter Shumlin on Monday issued an outline to move Vermont to an All Payer health care system.
Shumlin appeared with his senior health advisors to explain how the state would switch from the current fee-for-service health care system to an all payer model.

Under All Payer doctors and hospitals would receive a set payment from Medicaid, Medicare and private insurers for each patient rather than the current system of paying for each test or procedure.  

The Shumlin administration draft outline for how the state will implement the All Payer Model includes its legal authority to transition to such a system.
