As the cost of college continues to climb beyond the reach of many, and the racial divide both deepens and widens, the idea of tuition-free college gains traction across the aisle and around the country.
Though we lack practical experience with such a plan at the national level, local organizations and state governments have been experimenting with free college models for over fifteen years.
