City Considers Residency Rules For Construction Jobs

Springfield, MA – City Councilors in Springfield Massachusetts are mulling a proposal that would require a certain percentage of jobs on publicly financed construction projects to be reserved for city residents, as well as women and minorities. But some minority owned businesses believe the proposal is counterproductive, and questions have been raised about its legality. WAMC's Pioneer Valley Bureau Chief Paul Tuthill reports....
