The state department which oversees NY's juvenile prisons has concluded they're so bad that it's asked family court judges not to send young offenders there unless there's no other choice. A new task force report will tell governor David Paterson that NY could save money AND improve the way it handles young people convicted of crimes. Hudson Valley bureau chief Susan Barnett reports.
