The 18-year-old charged with plotting, but not carrying out, a mass shooting at a Vermont high school has been released from jail.

Vermont Governor Phil Scott issued a statement Friday morning announcing that Jack Sawyer had been released into the custody of his father pending the continuation of court proceedings on two remaining charges. 

The Vermont Supreme Court had ruled that "preparation alone" did not prove an attempt at aggravated murder so he could not be kept in jail without bail.  

Governor Scott expressed frustration that an individual “with an expressed intent, plan and means to commit mass murder, as the Court record makes clear, cannot be held accountable…”  He promised to keep the Fair Haven school and community safe.
