Outages Bring Scrutiny To Vermont's 911 System

Vermont's 911 emergency calling system — and state oversight of it — are coming under scrutiny after at least four outages in less than two years.

One question concerns who's in charge — the Enhanced 911 Board or the Public Service Board, the latter of which regulates telecommunications and other utilities.

As things stand now, the Enhanced 911 Board is expected to spend around $100,000 on a consultant to look at how the system functions. The Public Service Department, which represents ratepayers before the Public Service Board, is hiring its own, separate consultant.

The Public Service Board, meanwhile, has opened two investigations, one focused on a specific outage on Jan. 5, and the other possibly leading to a look at the 911 system and how it should be managed.
