A senior aide to Governor Peter Shumlin says the Vermont Health Connect insurance exchange has met key goals set out for it earlier this year and should not be scrapped in favor of the state joining the federal exchange.
Lawmakers hearing from Administration Secretary Justin Johnson also heard about two audit reports saying that the exchange still has not resolved all of its problems.
State Auditor Doug Hoffer and an auditor from the national firm Grant Thornton told the House Health Care Committee their reviews found continuing flaws, including security issues, shortcomings in administering the state-federal Medicaid program and others.

But Vermont Health Connect operations chief Cassandra Gekes says the exchange is meeting federal standards on security.

She also issued a detailed corrective action plan to address other deficiencies.
