Plattsburgh, NY – The proposed legislation would cap property taxes at two percent or the rate of inflation, which ever is less. It requires a 60 percent vote to override the levy. One of deals to complete the bill includes rent stabilization for New York City. Business and economic development interests are praising the deal. The tax cap proposal would allow school districts and local governments to carry over from year to year any tax levy below a two percent increase, allow for added costs if the tax base grows with more residents or businesses, and exempts some pension costs and court judgements.
