Plattsburgh, NY – A 2002 revision in the Clean Water Act requires any commercial enterprise that deals with products that contain oils to have spill plans on a par with major oil companies. Milk was included because it contains animal fat, which is an oil.........

The Farm Bureau worked with New York's Congressional delegation to get milk exempted from the EPA rule. On Tuesday, Senator Charles Schumer, Congressman Bill Owens and other members of the delegation announced that the Office of Management and Budget had approved the exemption. New York Farm Bureau President Dean Norton says it would have cost individual dairy farmers thousands of dollars to comply if the rule had been implemented.......

Senator Charles Schumer had argued for the EPA exemption last summer. The Senator says the regulation is intended for toxic substances and in a letter to EPA Administrator Lisa Jackson, he noted that milk is already regulated for safety and quality.
