Albany, NY – The New York State Senate Democratic majority Tuesday announced its plan to bail out the MTA will include a reduced payroll tax plan. The MTA's plan was for a one-third of one percent tax on all payrolls in the agency's service region, which includes the Mid-Hudson counties of Dutchess, Orange, Putnam, Rockland and Westchester.
