Albany, NY – At some point, school districts across New York State will have to move ahead with significant layoffs to free up the funds needed to pay for things like increasing health care costs and automatic pay raises for school employees. That's the assessment that was delivered by the president and executive director of the New York State School Boards Association yesterday, as the two unveiled a plan in Albany meant to curb state mandates on schools.
