Albany, NY – Japan's earthquake and tsunami could turn out to be the most expensive natural disaster on record. A new government estimate says the double disaster is likely to cost up to $309 billion. Meanwhile, western diplomats are working out details to have NATO take over enforcement of the U.S.-led no-fly zone over Libya. NATO warships have started patrolling off Libya's coast to enforce the U.N. arms embargo.
