Troy mayor Patrick Madden declared a state of emergency after a water main break flooded homes and businesses in the city's Lansingburgh neighborhood Sunday.
Public Utilities employees were on the scene in an attempt to control several inches of water that forced street closures in the northern portion of the city.
City officials issued a water restriction asking residents to limit use of water to "essentials only" until further notice.
A warming center was opened at the Lansingburgh Boys & Girls Club. The city water plant was also opened for warming and restroom access.
Residents with flooded basements were asked to call 911 for assistance from the city fire department.
