Vermont Governor Peter Shumlin says he'd like to see an amendment to the state Constitution under which a statewide candidate who wins a plurality over 40 percent is deemed elected.
The threshold currently is 50 percent plus one vote or the election goes to the Legislature. And that's the case this year, as lawmakers are set to choose Thursday between Democrat Peter Shumlin, Republican Scott Milne or Libertarian Dan Feliciano.
Shumlin said situations like this year's refusal by second-place finisher Milne to concede the election could be bad for Vermont's democracy.
The governor also says if Milne were elected Thursday, he fears the government would be paralyzed while the new administration struggled to staff up and write a budget.
