A report ordered by the University of Massachusetts Amherst to review an off-campus celebration gone awry this spring that resulted in more than 50 arrests has been released. The university hired former Boston Police Commissioner Ed Davis five days after a string of parties known as “Blarney Blowout” in March. Police donning riot gear used pepper pellets to break up thousands of people throwing rocks and bottles outside several apartment complexes.

“When you have this age group and alcohol together you’re going to have problems again in the future,” said UMass spokesman Daniel Fitzgibbons. “What we’ve tried to do with working with him [Davis] is to take a forward-looking approach at the best ways to head-off these kinds of problems.”

The university plans to limit visitors, increase enforcement of its alcohol policy, and keep campus facilities open during late night and early morning hours.
