A New York state board has denied some variances needed for an affordable housing project in the New York City suburb that is home to former President Bill Clinton and Hillary Rodham Clinton.
The denials mean at least a delay in the construction of 28 rental units in Chappaqua. The units would be part of the 2009 settlement of a housing desegregation suit against Westchester County. Local officials raised safety issues that required variances. The county Board of Legislators held back funds pending the decision by the Hudson Valley Regional Board of Review. On Wednesday the board approved a variance regarding fire truck access but denied several others. It did not issue a formal report. A lawyer for the developer says he believes the developer will be able to rework its case.
