Massachusetts Rep. Jim McGovern, a Democrat from the 2nd House district and chair of the powerful Rules Committee, is declaring victory over GOP challenger Tracy Lovvorn for the second time in as many elections.
McGovern, a staunch progressive, has advocated for SNAP benefits, addressing cliamte change and reducing income inequality.
