Voting Restrictions Could Keep Millions From Polls

New York voters are preparing for a primary with meaningful contests on both the Democratic and Republican sides. 

But critics say restrictive ballot rules are keeping millions of New Yorkers from the polls. Even two of Donald Trump's children can't vote for him in the Republican primary because they missed the deadline for changing their party registration.

Elected leaders support changes to state law including Election Day registration and greater access to absentee ballots.

But the feature of New York election law that's tripping some up is the state's closed primary system.

Open-primary states like Wisconsin and Illinois allow voters to participate in a party's primary without being registered with that party.

But only registered Democrats and Republicans can vote in the respective primaries.

Meanwhile New York primary voters will be able to report problems at the polls through a special hotline. 

State Attorney General Eric Schneiderman announced that he has a hotline staffed by attorneys and staff in his Civil Rights Bureau for Tuesday's primary. The number is 800-771-7755.

The statewide hotline debuted in November 2012. Schneiderman says his office fielded hundreds of complaints from voters and worked with local election officials to quickly address issues.
