Today, a legislative committee will take testimony on the bill that seeks to scuttle the traditional "fee-for-service" model and replace it with new payment systems designed to reduce costs by emphasizing greater cooperation between health care providers.
Patrick says health coverage has become universally accessible in Massachusetts, but is not universally affordable.
Groups of doctors and unionized health care workers met with lawmakers last week to protect their interests as the legislation moves forward.
Patrick hopes to have a bill on his desk by the fall, but House leaders have suggested a lengthier timetable.
