Springfield, MA – The City Council of Springfield Massachusetts has given initial approval to an ordinance that toughens penalties against stores that sell cigarettes to people younger than 18. And, in what councilors said is precedent setting, the store clerk, who rings up the sale, would face a fine. WAMC's Pioneer Valley Bureau Chief Paul Tuthill reports..
