The outcome of a ballot referendum on Saratoga Springs’ city charter may be determined Tuesday.

After polls were closed on Election Night, votes to change Saratoga Springs’ system of government were up by 48. More than 500 absentee ballots have not been counted.

On Tuesday morning the Saratoga County Board of Elections will begin reviewing the absentee ballots.

If approved, in 2020 Saratoga Springs would change from its unique commissioner-style form of government to a council-manager form, with a seven-member city council that includes a mayor and the hiring of a full-time city manager.

Saratoga Springs Commissioner of Accounts John Franck, who has criticized the charter plan put before voters, has expressed interest in hiring an attorney to observe the final tally.

The issue will be discussed at a special city council meeting set for Monday at noon.

The group It’s Time, Saratoga, which supports charter change, has  questioned the purpose and timing of the meeting.
