Albany, NY – State Comptroller Thomas DiNapoli tells a government efficiency panel it should recommend greater transparency in state spending so taxpayers can see where the money is going. WAMC's Tristan O'Neill reports...
DiNapoli's suggestion was one of several he made to Governor Andrew Cuomo's Spending and Government Efficiency Commission.
DiNapoli also says the state's big debt load, much of it raised through public authorities, should be put under the comptroller's charge to assure more openness. Authorities can borrow without voter approval. DiNapoli says the state should stop that practice and require voter approval for borrowing.
He also says specific goals that can be measured and made public must be part of anything the commission recommends to consolidate and streamline state government services.
DiNapoli's office regularly audits government agencies. His suggestions were in a letter sent Friday.
