Albany, NY – Environmentalists are expressing concerns over New York's fund that provides money for preserving open space, recycling, clean water and landfill programs, farmland preservation and other conservation programs. The advocates say the Environmental Protection Fund is virtually insolvent because the Paterson Administration has been raiding it to offset other spending.
