Albany, NY – Empire Zone boards in Utica, Rome and Herkimer County are sparking debate throughout Central New York: they're considering giving so-called "big-box" stores tax breaks that could run up into the millions of dollars. Capital District Bureau Chief Dave Lucas reports.
