Ticonderoga, NY – International Paper plans to start its controversial two-week test burn of tire-derived fuel at its Ticonderoga, New York, paper mill on November sixth. Vermonters downwind of the mill are concerned that emissions from the test could contain toxic heavy metals, and officials in that state say they will continue to try to stop the test.
