Court documents say talks between the city of Burlington, Vermont, and a group of homeless men evicted from their North Avenue camp last fall have stalled.
A lawsuit challenging the constitutionality of the city's policy of removing homeless camps due to environmental or safety concerns has been on hold since February during settlement talks between lawyers for the city and the American Civil Liberties Union of Vermont, which represents the three men.
In a court document filed Friday, a city attorney said settlement negotiations have been unsuccessful.
The Burlington Free Press reports that the ACLU argues that the city's removal of camps punishes homeless people for basic human needs like sleeping and violates the Eighth Amendment of the U.S. Constitution.
ACLU lawyer Jay Diaz says he's disappointed by the city's filing.
