The U.S. Department of Energy is recommending approval of a proposal to move Canadian electricity to southern New England via a power line buried beneath Lake Champlain and then across much of Vermont.
The DOE released its final environmental impact statement on the plan Thursday.
TDI-New England is hoping to win federal approval for the project, which also must be approved by the U.S. Army Corps of Engineers and the state of Vermont.
The project is designed to help supply southern New England with electricity generated by Canadian hydroelectric facilities.
The company anticipates that all major federal and state permits for the project will be secured by the end of 2015. It hopes to have the Vermont line carrying electricity by 2019.
