An independent review of the police department in Chicopee, Massachusetts blames divided loyalties for inconsistent disciplinary policies.
The review of several internal affairs cases by a retired Massachusetts State Police Lt. found the investigations convoluted and complicated by personal relationships and loyalties between police officers and their superiors. Chicopee Mayor Michael Bissonnette called for the probe of the police department last June after complaining that cops who took and shared cellphone photos of a bloody murder scene had been simply reprimanded.
Bissonette told the Springfield Republican he would turn the investigator’s report over to the U.S. Attorney because there may be evidence of civil rights violations.
