The City of Kingston will enter the second phase of its economy recovery plan, instituting temporary layoffs. It’s one of several municipalities across the region responding as such given the fiscal impacts of COVID-19.

Kingston Mayor Steve Noble says Phase 2 goes into effect Monday, May 18, and includes temporary layoffs of 10 part-time and nine full-time staff through July 31 from across eight city departments. Per an agreement with CSEA, impacted employees will retain their medical and other benefits during the layoff period. Noble has already implemented Phase 1, which consists of departmental budget cuts, a hiring freeze, overtime pay reductions and the allocation of $1.6 million from the city’s fund balance. The temporary layoffs are expected to save Kingston about $75,000 in payroll expenses.
