Legislators have approved a 2015 budget for Westchester County.

Westchester County Executive Rob Astorino says he and the Board of Legislators have agreed on a $1.75 billion budget that contains no tax hike, no layoffs, and $276 million in infrastructure improvements. The Republican Astorino says the budget strikes the right balance between taxes and services. Democratic Caucus members disagree, assailing what they call structural imbalances, massive borrowing, and raiding the fund balance to achieve no increase in the tax levy.  They did praise the budget’s support for the county’s safety-net programs. The budget passed 10 to 7 with approval from a bipartisan majority made up of all seven Republicans and three Democrats
