The state Board of Elementary and Secondary Education is scheduled to vote today to seek a waiver from the fedesral system that measures yearly progres schools are making toward a goal of having all children proficient in reading and math by 2014.
Governor Deval Patrick and state education leaders say the current system is flawed and should be replaced.
More than 80 percent of Massachusetts schools failed to meet the federal targets last year, despite overall improvement in MCAS scores.
The Obama administration has given states seeking a waiver from the law until November 14 to submit alternative educational accountability plans.
