Town of Newburgh Republican, Paul Ruggiero, was declared the winner of the council seat by one vote by the Orange County Board of Elections on Tuesday afternoon, over Democrat Mary Lou Carolan.

Monday’s Newburgh Town Council meeting was cancelled because of a disputed seat that a Democrat, Mary Lou Carolan, says was taken by the Republican, Paul Ruggiero.
