Hudson Valley, NY – New York's efforts to reform its juvenile detention system may now have to go into high gear after a federal study released this week confirms abuses and threatens a lawsuit or even a takeover of the facilities. Hudson Valley bureau chief Susan Barnett reports that prison advocacy groups credit the state with trying to improve things, but state officials say they're facing opposition from its union.
