Sergeant-At-Arms Ousted In Montpelier

The director of operations for the Vermont Legislature's legal research and bill drafting staff has been elected Statehouse sergeant-at-arms, the position that oversees security and other operations at the capitol.

Janet Miller of Montpelier defeated four-term incumbent Francis K. Brooks of Montpelier by a vote of 128 to 47 in a joint session of the Vermont House and Senate on Thursday.

Brooks, who had served in the post since 2007, was criticized by some lawmakers for his handling of Gov. Peter Shumlin's inaugural in January, which was disrupted by protesters upset with Shumlin's decision to scrap his push for a single-payer health care system.
