Massachusetts Governor Deval Patrick recently unveiled an economic development plan designed to support middle skill job training for the innovative economy and boost the desirability to live in the state’s Gateway Cities through land redevelopment and affordable housing programs. The governor’s bill, An Act To Promote Growth and Opportunity, allocates $100 million for multi-year programs such as one allowing international students to stay in the commonwealth and develop business ideas as an “entrepreneur in residence” at a university. The funding package also include legislation that would abolish non-competition agreements preventing employees from moving to a company in the same field for fear of sharing business secrets. WAMC’s Berkshire Bureau Chief Jim Levulis spoke with the state’s Housing and Economic Development Secretary Greg Bialecki about the plan.
