Federal Emergency Management Agency officials are in West Virginia to begin assessing the damage to infrastructure, homes and other property from devastating floods that killed 24 people.
President Barack Obama has offered his condolences and signed a three-county disaster declaration.
Obama's action lets residents in three counties get aid for temporary housing and home repairs, receive low-cost loans to cover uninsured property losses, and qualify for other assistance for individuals and business owners. Federal money to help the state and local governments is also available on a cost-sharing basis.
Gov. Earl Ray Tomblin's administration still believes there are people missing in Greenbrier County. The other two counties in the declaration are Kanawha and Nicholas.
Thousands of homes and businesses in the state are without power. More than 60 secondary roads in the state are closed.
Meanwhile, the owner of the famous Greenbrier Resort is offering a limited number of rooms and meals to those with no place to go for as long as the resort is closed for business.
The PGA Tour canceled the Greenbrier Classic scheduled for next month because of the devastating flooding.
