A winter storm is coating parts of northern New York and Vermont with an inch or more of ice, causing power outages and making travel extremely hazardous.

More than 10,000 customers are without power in upstate New York as the storm is forecast to linger into Sunday afternoon.

The National Weather Service says more than an inch of ice has been reported in parts of St Lawrence County, N.Y. Signification accumulations are expected through midday Sunday.

New York Gov. Andrew Cuomo declared an ice storm emergency for northern and western parts of the state.

Northern New Hampshire and parts of western Maine are also seeing ice accumulations. The Roman Catholic Diocese of Portland released parishioners from obligation to attend Mass, urging "extreme caution and prudence" about travel decisions.
