Despite complaints by some about a lack of public involvement and transparency in the process, New York is expected to soon issue licenses for medical marijuana operations in the state under the compassionate care act that allows use of the drug for certain medical conditions. One of the 43 applicants vying for five licenses to produce and distribute medical marijuana is Empire State Health Solutions, which has plans for a growing operation in Fulton County. Dr. Kyle Kingsley is with Empire State Health, whose sister company recently set up shop in Minnesota.
