Hudson Valley, NY – When just about any major project considers making its home in NYS, it has to go through the state department of environmental conservation's review process. And that, according to economic development officials, can be so daunting that development that COULD be great for the state can get scared away. Hudson Valley bureau chief Susan Barnett reports there's a conference tomorrow to talk about that process and it's drawing a huge crowd.
