Plattsburgh, NY – The EPA will not charge a permit fee for methane emissions from livestock. The controversy over what some called a cow tax ended last Friday. While farmers and cattle owners are relieved, others say the rule would have had a significant impact on the world's greenhouse gas emissions. WAMC's North Country Bureau Chief Pat Bradley has more.
