Plattsburgh, NY – Plattsburgh's Mayor's Cup Festival begins today. Once an event that ran for two weeks, this year the city's tight budget forced cutbacks. So-much-so that the land events that coincide with the sailing race were almost cancelled. WAMC's North Country Bureau Chief Pat Bradley has more.
