Albany, NY – Reform was the theme as newly inaugurated New York Governor Eliot Spitzer delivered his first State of the State address to a joint session of the New York State Legislature on Wednesday.
Speaking to an audience of lawmakers and dignitaries in the State Assembly Chamber, Spitzer touched on themes of government and campaign finance reform, the improvement of the state's education system,and the revitalization of the upstate economy.
Spitzer also announced a three year plan to cut property taxes by 6 billion dollars.
