Natural Resources Agency Lawyer To Head Resources Board

The top lawyer for the Vermont Agency of Natural Resources will  become the next chair of the Natural Resources Board.

Governor Peter Shumlin announced Tuesday that ANR General Counsel Jon Groveman will get the job being vacated by Ron Shems, who held the position for four years.

The Natural Resources Board administers Act 250, Vermont's land-use planning law.

Shumlin says that during his time as chair, Shems helped modernize Act 250 by promoting better transportation options including pedestrian, bike and transit. Among other accomplishments, he also simplified permitting for industrial parks and helped strengthen downtowns.

Groveman has also worked as the executive director of the Vermont Water Resources Board and as the director of the Law Center for the Vermont League of Cities and Towns.
